Final Environmental Impact Statement Now Available
Federal, State and Local agencies as well as private individuals, organizations or groups are invited to provide comments for consideration as we work towards development of a Record of Decision (ROD). The purpose of the FEIS is to inform the public and other agencies of potential impacts associated with SPSA’s proposal. The Norfolk District has analyzed additional alternatives including a “no action” alternative.

The Norfolk District of the U.S. Army Corps (Corps) of Engineers (Norfolk District) is preparing an environmental impact statement (EIS) to meet the requirements of the National Environmental Policy Act (NEPA) of 1969, as amended (42 USC 4321, et seq.); Council on Environmental Quality (CEQ) Regulations (40 CFR Parts 1500-1509); and USACE (33 CFR 325). The Southeastern Public Service Authority (SPSA) proposes to expand its regional landfill facility located in Suffolk, Virginia in order to increase their solid waste disposal capacity. SPSA is applying to the U.S. Army Corps of Engineers Norfolk District for a permit to expand their landfill operations and to authorize impacts to approximately 120 acres of wetlands under Section 404 of the Clean Water Act. The granting of the permit would be a major federal action for the Norfolk District. Under NEPA, the Norfolk District must consider the environmental impacts of this action on the human environment.
Since 1985, the Southeastern Public Service Authority (SPSA) has served as the regional solid waste management authority for the Virginia cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk, and Virginia Beach, as well as the counties of Isle of Wight and Southampton. SPSA’s service area is approximately 2,000 square miles and contains nearly 1.2 million residents. Greater than 1 million tons of municipal solid waste is generated within the service area per year. Based on current and anticipated municipal waste tonnages to be processed by SPSA, the existing landfill area at the Regional Landfill in Suffolk will run out of capacity in 2027. In order to be adequately prepared to meet the needs of its member communities, SPSA proposes to increase the solid waste disposal capacity. The proposed expansion is part of SPSA’s long-term plan for providing critical disposal capacity for the region and is consistent with the Regional Solid Waste Management Plan for Southeastern Virginia. The Norfolk District intends to prepare an EIS to evaluate the impacts of the proposed project and alternatives, including the No Action Alternative, in accordance with the requirements of NEPA. As part of the EIS process, the Norfolk District will conduct scoping to provide information to and solicit input from the public and Federal, state, and local agencies; and other interested parties. During the scoping process, the Norfolk District will host a web based open house. The Norfolk District will consider all comments received during the scoping period in its preparation of the Draft EIS. The web based open house will remain open throughout the entire 45-day public scoping period and provides an opportunity to comment on the project. The Draft EIS will be available for public and agency review and comment. The Norfolk District will then consider comments received during the review period, prepare a Final EIS, and issue a final decision on the proposed project.
The purpose of this website is to serve as a portal through which interested parties can track the progress of the EIS process and review pertinent information as it becomes available to the public.
