Virginia’s Adoption of the 11th Edition of the MUTCD

VDOT Central Office – Transportation Operations Division (CO-TOD) is leading the process of adopting the 11th Edition of the Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD), which took effect on January 18, 2024. As a part of this process, VDOT is developing a new, comprehensive Virginia MUTCD—to replace the previously used Supplement.
To ensure the Virginia MUTCD reflects the state’s specific needs and practices, VDOT is seeking input from transportation stakeholders across the state, including you.
Please note that Part 6 of the National MUTCD is not included in the Virginia MUTCD. Instead, it will be incorporated into a separate, updated Virginia Work Area Protection Manual, which will undergo a separate review process.

Draft Virginia MUTCD
This website contains the DRAFT Virginia MUTCD which builds upon the 11th Edition of the Federal MUTCD by incorporating modifications tailored to Virginia’s unique regulations, roadway conditions, or operational practices—all while maintaining substantial conformance with the federal MUTCD. The DRAFT Virginia MUTCD is organized such that the sections correspond with those in the Federal MUTCD.

Submitting Your Comments
Upload your comments by 5 PM on April 16, 2025 at 5:00 PM EST.
Please follow the step-by-step instructions summarized below to download the chapters of the Virginia MUTCD you wish to review, save the files and incorporate comments, and then submit your comments.

Step 2. Preparing Your Comments
For each spec section PDF file in which you intend to provide review comments, please save it to your workspace with a new filename ending in your name (or the group’s name if they are combined comments from one team). Examples of this naming convention are:
Part 1 Text_Mike Bryan.pdf
Part 1 Text_NOVA Traffic Engineering.pdf
Please make comments using either Adobe Acrobat or Bluebeam, tying each comment to a location in the text so that the specs team can better understand the context of your comment. Please use Sticky Note, Text Callout, Highlighter, Strikethrough. If needing guidance, view this webpage showing where to find these comment options/tools in Adobe Acrobat.
