Public Involvement Information

Welcome to the public involvement web page for continuing response actions at the Kings Cove Conservation Restriction Area in Weymouth, Massachusetts pursuant to the Massachusetts Contingency Plan (MCP, 310 CMR 40.0000).

The MCP Site including the Kings Cove Conservation Restriction Area was designated as a Public Involvement Plan (PIP) site. The final Public Involvement Plan for the Site was submitted to MassDEP in January 2018.

This website provides you information consistent with that Public Involvement Plan.

The Draft Phase IV Remedy Implementation Plan (RIP) for the Kings Cove Conservation Restriction Area was submitted to MassDEP on April 26, 2024. A PIP Meeting was held on May 14, 2024 at Weymouth High School (recording available below). The Final Phase IV RIP (including responses to comments received during the public comment period) was submitted to MassDEP on July 23, 2024 and can be accessed via the link below.

Environmental Permitting Information

This website will be updated with the status of environmental permits that are required to implement the Phase IV remedial solution.

  • Weymouth Conservation Commission: Review by the Weymouth Conservation Commission was required for work located in wetland resource areas. The Project received an Order of Conditions from the Weymouth Conservation Commission on September 5, 2024.
  • Massachusetts Environmental Policy Act (MEPA): MEPA review was required as the Project involves state permits and exceeds related MEPA review thresholds. On October 31, 2025, Algonquin submitted a Single Environmental Impact Report (SEIR) to the Executive Office of Energy and Environmental Affairs (EEA) in response to the EEA Secretary’s Certificate on the Expanded Environmental Notification Form (EENF). The MEPA review process concluded on December 15, 2025, with the Certificate issued by the EEA Secretary confirming that the Project properly complies with MEPA and its implementing regulations.
  • Massachusetts Department of Environmental Protection (MassDEP):
    • Chapter 91 License: A Chapter 91 License is required for the placement of new structures, including the proposed revetment, within previously filled tidelands, as well as excavation within filled and flowed tidelands. The application for a Chapter 91 license was filed jointly with the SEIR on October 31, 2025.
    • Water Quality Certificate (WQC): A WQC is required for intertidal excavation and fill. The WQC application was submitted on February 11, 2026.
  • U.S. Army Corps of Engineers (USACE): A Pre-Construction Notification (PCN) is required for intertidal excavation and fill. The PCN was filed on July 3, 2025.
